Nope! The locomotive manufacturing part became Boise Locomotive Company in 1996 -- see MPI's company history
http://www.motivepower-wabtec.com/about/history.php
BLC then became MPI in 1999. Confusing, I know, but that's what it is.
Since the particular unit in question here, HLCX 6522, was rebuilt in 1997 to Dash 3 standards (microprocessor controls), IMHO, it really should be listed as a BLC SD40M-3.
Like some folks, I don't particularly enjoy this business of rebuilding and redesignating locomotive models (Dash 3 etc.), it often gets rather confusing, but to be historically accurate, it's now become something of a necessary evil.
There are a lots of units listed on LocoPhotos as "EMD SD40-3". It'll take a while, but I'd sure like to get them cleaned out, then *ultimately* have SD40-3 removed from appearing under the EMD model designation. Same with SD40M-2 and others which aren't *true* EMD model names.
